Uh…were they doing anything illegal? I mean sure, they were doubtless getting ready to misbehave, but there’s no law against furtive meetings in the night.
It’s tough to follow sometimes because I have to post at a slow rate (art is expensive and I’m putting this up for free!), but if you go back a little bit, you’ll see: http://flyingsparkscomic.com/archive/issue-4-page-9/ the people involved shot a guy and stole equipment in the briefcase there. So yes, there is something illegal that’s gone down that would be investigated at this point.
I missed it myself until he brought it up, but I think David’s point is: how would Metagirl know that? All she’s seen is a car drive up and some thugs step out. She doesn’t know they are carrying stolen merch, or that they just killed a guy somewhere else (if only she had staked out that warehouse).
She’s on a stakeout on a tip from a detective, in the middle of the night, in a warehouse district. Some suspicious looking folk drive up. Is she not properly waiting til evidence is there of their current conspiracy? Absolutely, but she’s also just a 21 year old girl in an ice skating outfit with a mask on with no real legal authority to do what she’s doing anyway. If it were the wrong people, then at worst, she’s tased a couple of them.
